As scheduled in the project plan, Returnet partnership planned & realized a “sensitization event” in Senegal, in order to achieve a useful dissemination of ReturNet’s activities. On those basis, two days of raising awareness actions on “migration and return” have been organized in Kaolack and Dakar, respectively on 12th December 2009 and 16th December 2009. Thanks totheir great experience in organizing conferences and symposia on migration issues, NGO COOPI had been charged of the responsiblity to plan both events, and acted with the support of local and national organizations interested in social reintegration matter (ANEJ Dakar; CNTS Dakar; Former Ministry of IOM – International Organization of Migrants; PARI, Point d’Accuiel pour les Réfugiés et les Rapatriés; PANEL, Pan-African Network of Leaders; USE- Union pour la Solidarité et l’Entraide; ANEJ- Agence Nationale pour l’Emploi des Jeunes, office in Kaolack; CNTS Kaolack -Conféderation Nationale des Travailleurs Sénégalais, ONFP-Office National de la Formation Professionnelle). COOPI stressed the importance of promoting an event characterized by a manifold participation, where all levels of migration and return could be represented and could have an opportunity to express and exchange opinions and proposals: the result was a significant participation, more than 200 people in both events, with a really diversified audience.
The “sensitization events” realized in Senegal aimed at promoting the importance of reinstatement of returned migrants to communities of origins of migrants (Thiaroye sur Mer and Kaolack) and at informing returned migrants and young potential migrants on socio-economic reintegration opportunities offered by actors operating in the migration sectors.

Plusieurs acteurs opérant dans le domaine de la migration et de la réinsertion des migrants de retour interviendront pendant la journée.
La journée de sensibilisation est organisée par l’ONG COOPI avec l’appui du Collectif des Femmes pour la lutte contre l’émigration clandestine (COFLEC), de l’Association des Migrants de Retour de Thiaroye sur Mer et des ASC de la Zone 3 de l’ODCAV de Thiaroye sur Mer.
L’initiative est réalisée dans le cadre du projet « ReturNet: Promoting an Integrated Model for Return », implémenté par l’ONG COOPI au Sénégal et cofinancé par l’Union Européenne.

A steering committee meeting took place in Bologna (in September 2008, the 22nd, organized by the Lead Partner (Veneto Lavoro) in the Irecoop Bologna building. COOPI, IRECOOP, Sant’Anna University, CONFESERCENTI and Veneto Lavoro gathered in order to solve some internal problems and to plan the future activity related to the research foresees in the work package 2.
As far as WP2 results (2.3 Designing of an integrated voluntary return model) are concerned, the Steering Committee has agreed that a list of operative guide lines (namely, a Vademecum for officers) would be more useful than a theoretical study. This way the approach with irregular migrants will be more practical and straightforward.
The Kick Off meeting has been organized in Mestre (Venice), the 04th of March 2008, by the Lead Partner (Veneto Lavoro) and hed been participated by all the project partners. The Returnet consortium gathered on the first floor of the Veneto Lavoro building and discussed about the project plan, the timeplan and the most urgent activities to be carried on during the first phase.
Then the discussion was moved on the “financial and administrative management” of the project, ranging from the Partnership Agreement definition and signatures to the identification of the reporting rules applicable to the project expenditures.
The ReturNet Project aims at designing and testing an Integrated Model for the management of VOLUNTARY RETURN of migrants from Senegal illegally residing in Italy and Spain. The purpose is to establish new mechanisms to promote the RETURN and sustainable reintegration of irregular migrants in their home countries through a socio-economic approach.
The ReturNet project develops in the first phase the following actions:
a) Benchmarking Analysis about policies and initiatives adopted by EU partners for the return of illegal migrants in their countries of origin
b) Profiling of irregular migrants from Serbia and Senegal
c) Research focused on existing reintegration and assistance return schemes in countries involved
d) Design an Integrated Voluntary Return Model aimed at foster and manage voluntary return
In the second phase the coordinator and the partners will contact groups and community of Senegalese citizens in order to single out a number (20 in total) of them residing illegally in Italy and Spain.
Finally, In order to enhance dialogue and consultations for a better implementation of the RETURN PROGRAMMES, the partners will create a Network (RETURNET). Through this permanent-based Network the partners could exchange methodology and strategies for the promotion of Return policies and projects.
